Wayne H. McKinney, Jr., co-founded the law firm of McKinney Law Offices, P.C., in 1978 after having served as an Assistant Polk County Attorney in the Polk County Attorney's office in Des Moines, Iowa, since 1976. Mr. McKinney was born in Colo, Iowa, on September 15, 1950. He received his preparatory education at Iowa State University, Ames, Iowa, graduating with a Bachelor of Science degree in 1973. He received his legal education at the University of Iowa College of Law, earning his Juris Doctorate in 1976. Mr. McKinney was admitted to the Iowa Bar in 1976. He is also admitted to practice before the United States Courts of Appeals for the Eighth Circuit as well as the United States District Court for the Southern District of Iowa.

Mr. McKinney's professional affiliations include the Iowa State Bar Association, Iowa Association for Justice, the American Bar Association, the Iowa State Bar Association, and the Dallas County Bar Association. Mr. McKinney served as a United States Senate intern and coordinator for United Stated Senator Edmund Muskie in Washington DC form 1971 to 1972. Mr. McKinney also served as a legal clerk in the United States District Court for the Southern District of the State of Iowa for the Honorable Judge William Hansen in 1975.

Mr. McKinney's civil affiliations include serving in public office as a State Representative for Dallas and Madison counties in the Iowa Legislature from 1987 to 1994. Mr. McKinney was Majority Leader of the Iowa House of Representatives from 1991 to 1993. In 1995, he was appointed by the Iowa Supreme Court to serve on its Commission on Planning for the 21st Century. Mr. McKinney served on several legislative committees including as chair of the Capital Projects Committee and the Legislative Executive Committee. He is currently a member of the Waukee Business Association and has served as president of the Association. Mr. McKinney has also served on the Board of Directors of the Dallas County Development Corporation. He is also a former member of the St. Boniface Parish Council in Waukee, Iowa.
